- Formulating the strategic plan of the Vice Presidency for Research and Innovation and supervising its proper implementation to develop and enhance innovative, entrepreneurial, and technological activities across the university.
- Communicating all resolutions, regulations, and bylaws issued by the University President to the relevant units, and monitoring and supervising their proper execution.
- Drafting bylaws, guidelines, and meeting agendas related to the duties of the Vice Presidency for submission to competent authorities for approval.
- Presenting necessary explanatory reports to the University President regarding the duties of the subordinate units.
- Proposing qualified individuals for managerial positions within the Vice Presidency to the University President.
- Supervising subordinate units to ensure the proper execution of their duties.
- Planning, organizing activities, and proposing the annual budget of the respective Vice Presidency in accordance with the university's priorities.
- Collaborating with other Vice Presidencies to ensure the proper implementation of university programs.
- Managing and supervising the proper execution of all research, innovation, technology, and library affairs of the university, in accordance with relevant resolutions, regulations, and bylaws.
- Planning and policymaking to enhance and increase the level of international scientific collaborations in research, innovation, and technology affairs.
- Prioritizing innovation in theoretical domains and applied research aligned with the country's needs in innovation and technology affairs.
- Developing, strengthening, and guiding approved research projects, with priority given to targeted applied research based on the national development vision document and the comprehensive scientific map of the country.
- Controlling and monitoring the university's research, innovation, and technology processes based on the timeline specified in the proposals of approved research, innovation, and technology projects.
- Conducting necessary studies regarding the evaluation of research, innovation, and technology activities, and assessing the university's performance in these areas for presentation to the University President.
- Establishing necessary connections with domestic and foreign institutions to collaborate in research, innovation, and technology affairs, and to exchange scientific services.
- Collaborating in the provision of scientific, cultural, and social services, organizing scientific seminars and conferences, and executing all matters related to research contracts between the university and other institutions.
- Collaborating in the implementation of short-term research courses for non-academic institutions.
- Planning for faculty members to utilize domestic and international sabbatical leaves (including scientific-research, seminary, and academic centers) in accordance with approved regulations.
- Reviewing and evaluating the university's research, innovation, and technology activities within the framework of national growth and development programs, based on the objectives of the vision document, national development plans, and the comprehensive scientific map of the country in the higher education sector, for presentation to the University Board.
- Identifying and defining joint scientific-research topics and programs, and planning to provide facilities and allocate necessary funds for scientific-research interaction between seminaries and the university, creating a suitable environment to achieve religious science and Islamic humanities appropriate to the university's specialized domain.
- Providing material and moral support for the process of transforming ideas into products, and increasing the share of products and services based on advanced knowledge and domestic technology in the gross domestic product (GDP).
- Strengthening the university's interactions and communications with other universities, science and technology parks, and the industrial sector at provincial, regional, national, and international levels, with the aim of developing technology and generating related revenues for the university.
- Planning and adopting necessary measures to increase the active role and participation of the private sector in developing activities related to commercialization and technology transfer by the university.
- Planning and policymaking to attract various national and international technology grants for the development of technological activities at the university level.
- Studying, determining, and continuously updating the evaluation and effectiveness indicators of the performance of innovative and technological activities at various levels of the university.
- Identifying, networking, and establishing effective interaction among members of the innovation and technology development ecosystem at provincial, regional, national, and international levels to accelerate the commercialization process of creative and knowledge-based products.
- Formulating and proposing macro-orientations and executive policies for technology development within the university.
- Policymaking regarding the mode of collaboration with research and technology centers outside the university.
- Executive policymaking in the field of intellectual property (registration, protection, assessment, evaluation, and transfer procedures).
- Identifying and continuously monitoring technology priorities and delineating the axes for promoting innovation and technology development within the university.
- Reviewing and proposing the establishment of specialized networks, councils, and working groups for innovation and technology development within the university.
- Managing the innovation system and planning for synergy among the university's active entities in the field of technology.
- Supervising and evaluating the performance of active entities in the field of innovation and technology within the university.
- Reviewing and proposing executive programs to develop private sector participation in the implementation of joint technological projects.
- Policymaking regarding the mode of collaboration with brokers and private sector entities providing specialized technological services.
- Formulating and updating the regulations for establishing and supporting knowledge-based companies and university spin-offs.
- Preparing the university's technology program, presenting objectives, and determining technology priorities within the framework of medium- and long-term plans, and supporting the establishment of innovation, incubation, and entrepreneurship centers, as well as science and technology parks, for presentation to the specialized councils related to university research and innovation.
- Performing other duties assigned by the University President.
