Duties and Authorities

Managing all affairs related to the formulation and preparation of the university's plans, budgets, administrative transformation, and productivity.

Collaborating with directors and heads of various university departments in preparing and adjusting their budgets.

Reviewing and exchanging detailed budgets of current expenditures and capital asset acquisitions with the ministry.

Reviewing and exchanging agreements related to development and construction projects with the country's Plan and Budget Organization.

Collecting proposed budgets from various departments and reviewing their recommended programs and credit requirements.

Consolidating and adjusting proposed budgets in alignment with the general goals and policies of the university.

Defending the proposed budget before relevant review and audit authorities.

Communicating the approved budget to individual units and allocating approved funds on a quarterly basis.

Supervising the proper execution of the budget by monitoring the utilization of allocations and measuring the operational progress of each department.

Reviewing and exchanging agreements related to current and development activities.

Preparing and compiles requisite statistics on the activities, personnel, and resources of the university and its affiliated units to support sound managerial decision-making.

Continuously reviewing the organizational duties of the university and its units and analyzing workflows in accordance with the university’s development plan.

Conducting organizational studies and estimating the university's required human resources in cooperation with the Directorate of Administrative Affairs and Support.

Conducting continuous studies and evaluations of the structure and duties of affiliated units to ensure a proper division of labor and to prevent duplication or overlap of responsibilities.

Planning and proposing methods to improve workflows, administrative transformation, and productivity.

Developing and adjusting the organizational chart and establishing organizational posts appropriate to the duties and responsibilities of affiliated units, in cooperation with relevant departments.

Preparing and formulating job descriptions for units as well as individual organizational posts, and communicating them after approval by the Board of Trustees.

Reviewing proposals from units regarding the modification of organizational posts and job descriptions, compiling necessary reports, and taking essential measures to resolve organizational issues.

Studying and identifying the educational and training needs of non-academic staff and executing training programs for them.

Studying, reviewing, and cooperating in the job classification of employees.

Identifying and determining job categories for organizational posts in accordance with job classification schemes.

Participating actively in university councils and committees and providing expert opinions on related matters.

Formulating the university's strategic and operational plans within the framework of its vision, mission, and macro directions, with the participation and cooperation of relevant units.

Serving as the Secretariat for the University Strategic Council, and drafting and compiling its resolutions.

Supervising the implementation of improvement projects in line with the university's strategic plan.

Supervising the administrative affairs and correspondence of the Board of Trustees and its Standing Committee, and communicating their approvals to relevant units.

Coordinating and gathering information and documentation for Board of Trustees meetings.
-
Executing other duties assigned by the President of the University.
